How do i make my pictures look like illistrations/cartoon style

i downloaded a free filter called ds simplifier it kinda makes the pictures look like a comic book

Are there any tutorials around for photo shop to help me achieve this? The closest i can get is using the filters > artistic > cutout option in photoshop but this doesn’t preserve the smooth edges and outlines of
