I’m not sure if you can.

Pantone colors are generally dedicated for use with commercial printing. Photoshop LE is not meant for use in a commercial environment.

It’s not named "Limited Edition" for nothing.

Limited editions of Photoshop do not support CMYK colour spaces or spot colours. You need the full version to do so.
