look likes a flash that didnt go off long enough, or more like a finger over it, as in a child took it

Depending on how good you want it, a simple file / adjustments / auto levels and auto colour, is a good place to start

Pretty bad, any chance of a higher resolution copy? 800×543 is tiny.

One of the many reasons why I like having my own domain. I can do what I want with it, cheap too. Less than $10 a month for 300 gig storage and all the rest.

There are too many things going on in the picture. Noise, green cast in the lower left corner, underexposure, etc., so trying to adjust for one messes up another. The cake in my version, as well as his shirt is blown out, but you can see more color in there faces. Oh well, I tried.<g>

Basic Photo fix work flow

Duplicate then un-select original layer
levels layer RBG channels LEVELS ADJUSTMENT
select all, copy merged, paste
Straighten if necessary
check layer channels for the best ratio
Channel Mixer (set to monochrome)
select all, copy merged, paste
dust and scratch filter.. Alt click (for black mask) paint with white then continue…
select all, copy merged, paste
Sharpen
select all, copy merged, paste set to luminosity
copy layer after levels merge move to front set to color(to put back color)
Heal or clone
Noise removal if needed
Curves/color corrections (like in this case darkened dress some) select all, copy merged, paste
final pic

I’m not sure I can provide a step-by-step, there were lots of them. I mostly used duplicate layers, adjustment layers, and masks, as well as different blending modes. The masks were mostly created by control- clicking on different channels, and then applying some level adjustments and/or dodging and burning directly on the masks.

I’m tired and don’t remember all the steps to be truthful, but you can see what my layers palette looked like when I was done, and this was after merging several layers:

I am reading a book on PS and there was a section on doing fixing a similar picture so I tried it and it came out better than I imagined it would on a first attempt basis.
Now, if you could get all the best parts from all the versions….. Richard

Use layers, and masks, with variations and or levels.
I was thinking sort of a oblong oval around the couple, levels on the background [assuming you want the background] to bring out the highlights with levels.
feather the edges [5-50] around the oval.
using layers, you can test your things on each layer, and hide or unhide as necessary.

Three places to start:
Curves
Levels
Highlight & Shadow

The exposure is pretty bad. I hope you have a high-rez version to work with. I’d look at Curves, but that can be daunting, if you do not know that adjustment well. Next, Levels will get you into the "ballpark," and is a bit easier, though not as robust as Curves. Last, run Highlight & Shadow, but you may need to make all sorts of adjustments, until you have done the best, that you can. Be ready to Ctrl-z (Undo) quite often.

You might also want to start with Ctrl-j (Duplicate Layer) a few times, and play with the Blending Modes of the dupe Layers. You need to build up the detail in the darkest areas. When/if, you find a good combo, Save_As PSD, then Flatten the Layers to begin the above methods. Then, Save_As another version with the Flattened Layers.

It will not be easy, as the image is underexposed pretty badly. Color correction will probably be your last step, as will some form of noise reduction, but if you get close, you can experiment with the final touches.
