Vista / Explorer has a customizable "Favorites" making navigation to frequently used folders single-click.

Office 2007 has Favorites integrated in the open/save dialog.

Is there any similar capability available to Photoshop CS3 as an add- on or otherwise?

You can if you click on ‘Use Adobe Dialog’ in the left bottom corner of the ‘Save As screen’ (or any other ‘Open’ or ‘Save’ etc. screen). You can right click on the folder you want to add, and select "add to favorites".
