Is there a way to fade a brush stroke between foreground and background colours using a pressure sensitive pen in PSE2?

That feature is only available in full Photoshop.

Elena is absolutely correct, but might be able to fake the look you want by applying a gradient to a brush stroke. Select the brush stroke (if it is on its own layer, just control click the layer thumbnail) and then use a Gradient Fill Layer with a foreground to background gradient, or just drag a gradient through the selection. Advantage of the fill layer is you can change the gradient later.

Not really answering your request, but might be a workaround to get a similar result.
