Make a new layer.
Set layer mode to "color"
Select a brush color of your choice.
Zoom way in to be able to hand paint the eye.
Paint.
Adjust "layer opacity" to suit.
Done

Hello,

I know Photoshop CS pretty well now, but I still haven’t figured out, how to create those eye effects (examples):

hand paint the eye.

It’s not gonna look that perfect. I was thinking about using the channel mixer or something similar to adjust the whole new layer and let it shine through a layer mask at the eyes…

if you just want to emphasize the color of the eye, you can use the sponge tool on saturation.
I just use the paint brush at a very low opacity (like 7%) to paint over the eye the color I want.

I have successfully changed makeup and eye and lip colors by using the select color range, feather a LOT then use the Hue/Saturation palette to alter the colors. (remove stop spam from below address

Hi

Personally I would go with the way that Charley mentioned earlier but I take it one stage further that may benefit you.

After you have completed charley’s way while still on the new eye colour layer click "create fill or adjustment layer" at the bottom of the layer toolbox and when dialog box appears click on hue/saturation and click ok.
Now press ctrl g and this will apply it to the previous group (ie the eye layer).

If you doubleclick on the new ajustment icon on your new grouped layer you can change the eye colour to anything you want.
