You might try using one of the built in textures in an adjustment layer. There’s a texture pattern called "Streaks" that may be what you’re looking for.
Create an adjustment layer by clicking on the proper icon (circle with dark and light halves) at the bottom of the layers palette. Choose any adjustment, like Brightness/Contrast, where you don’t have to change anything, leaving the values at zero. Then double click on the adjustment layer in the layers palette and click on the word "texture" under Bevel and Emboss. This will automatically check the box and bring you to the texture panel. Expand the texture pattern options and find one that suits your liking. If you mouse over them slowly, the names will appear. Look for a dark gray one called "streaks." Play around with the scale, depth, and invert features. Click the "preview" box and see the effects first.
