I was looking for Lightning Effects Plugins after Ray posted something about one in the Challenge 21 thread. Never found anything inexpensive (read that "free") enough.

However, I ran across this website, http://www.effectlab.com/, that has some pretty interesting effects tutorials.

Here is a link to make lightning bolts.

Select the "two down and dirty trick pgs" link from the main page and it will give you a PDF file on making lightning bolts. Works great in Photoshop Elements 2.
