Does Photoshop Elements 2.0 have a program called ‘Image Ready’?

Computer came with Adobe Photoshop Elements 2.0. Was told if there is a program included called Image Ready that I don’t need Paint Shop Pro to make my own animations, gifs, etc. Can anyone help? Thanks.

Image Ready is packaged and integrated with full Photoshop; it’s not included with Elements.

Can Image Ready be purchased separately and online or should I go ahead and purchase Paint Shop Pro? I haven’t started making graphics yet, so bear with me. Thanks.
