Something has gone wrong and I need to import
the actions & sets from a backup.

Is there a special file where these are
stored?

A good place to put them is the in Photoshop Actions folder in the Presets folder, but they can be loaded from anywhere. If they are in the Presets folder they will appear in the flyout arrow menu in the Actions palette.
