Can you add steps to an Action, or change steps in an Action? Or, do you just have to make a new Action going through the steps?

If you can add, how?

Yes you can. Just start recording at the Action step with a document open. You can also drag Action steps from one to another in the Actions palette, Insert Menu Item, Copy, Delete, etc.
