i was wondering, is there a plug-in for ps that gives allows you to cut out or crop a section of the image with one-side having a torn effect, like a piece of paper that has been ripped?

PS is not a one click programme. All these effects are easiliy done when someone makes the effort to learn how to do them.
There probably is something available to do what you want with the minimum of user intervention but untill you find it here are a few tutorials for you to explore.
