Resizing Sampled Brushes

Hi everyone,

I just downloaded some beutiful sampled brushes(Walrus Instant Horizons) from Adobe Studio Exchange and want use them but scaling the brush up will degrade the image’s quality. While looking on the download page I noticed where it says "Paint a horizon on a separate layer so that you can resize it", my problem here is how do I resize such an image in the context of the quoted instruction?
