hi all

does photoshop have a function to allow you to sample a color from your broswer or any open app on your os and and have that update your selected color on photoshop?

No.

Use screen print and paste into a new dsocument in PS and sample as required.

Actually it does. Just try this, open up ps, make the eye dropper tool active (T), while in ps hold down the mouse button and then drag the tool over to the other program (all the while holding down the mouse button). The eye dropper tool should remain active even after it clears the edge of the ps window. You should see the foreground color swatch changing color to match what ever is under the eye dropper tool.
