Photo over black backdrop

I need to make a template which can be used repeatedly. I want to print on 8.5" x 11" paper. I want the paper to print all black. I also want to drop a photo which is smaller than the paper size on top of the black backdrop so I get a black border.

The resultant black border size will depend on the size of the image dropped onto it, so it is not a standard border (select-all, select-modify-border, edit-fill).

I’d appreciate if someone help me out with this. I’m just a casual Photoshop user with v7.0.

Use the layers menu. Make your background black and create another layer for your photo.
