That is not an effect. You are looking at paintings, not filtered photographs.

Maybe Flash could do it. Convert the raster image to vector.

If you’re using Photoshop CS, try the stamp filter. It may need a bit of post work but not much.

easily done with the Pen tool and then stroking the path with a 3-5 pixel brush while in the Path palette. Just find your image you want to trace and start on a new Layer above it.

I think I get your point, but I think most (parts) of these pics are made manually. Sure, you could be helped by PS by using filters like Cutout, Stamp, Poster Edges and Find Edges etc. But the rest (cleaning up) has to be done by hand. PS doesn’t know what a mouth, nose, eyes etc are. It just looks at contrast, colors and stuff. So to start, I’d pump up the contrast and look for the filter (or combinations of filters) that comes closest to what I’d want, and then do the rest manually.

Corel Draw has been able to turn this stuff out for years using its trace and vector tools, then just colour it in or whatever

Inkscape – free open source vector drawing tool will do it. Load bitmap/jpeg of photo, and select Path>>Trace Bitmap. Various options, but you’ll want the colour trace selected.
