The pole was there first? It is technically rather difficult, if not impossible, to pave the road so cleanly around the pole. If I saw this scene with my own eyes, I’d bet the pole was planted _after_ the road was paved.

I have taken the picture from a newspaper on my desk
and tried to find it on Internet now, but what I found
is only text.
