saving as tiff file in cad based design software and opening up in photoshop

am using garden graphics landscape design software, which is a 2-d drafting tool with advanced cad functionality, on my pc. i would like to bring my drawing into photoshop to 3d render it but i am having troubles. i can only save as a tiff file in the design software and when i open it in photoshop7 everything is locked. the drawing is there on the screen but i can’t manipulate it. every command in the layer toolbox is grayed out. can’t figure out how to unlock it? any suggestions.

is photoshop the best application to 3d render a landscape drawing? where can i find info on how to 3d render a drawing in photoshop?

Photoshop is a pixels manipulation software. It does not do 3D renders although once an image is rendered, it can manipulate the resulting pixels.
