I have driven myself crazy but I can’t find what I have done. None of my brushes are "solid" they all are "scattered" for instance, with the eraser I can no longer get a smooth complete erase. The motion leaves many pixels unaffected. It resembles a "spatter" brush although the effect is the same with all brushes.

Check all the different settings in the Brushes palette. You might need to turn off Scattering or Noise. Also check your Opacity. —

And if those points don’t help, go to the little right-pointing arrow at the top of the palette and see if you have loaded maybe the "scatter brushes." If so, then re-load the default brushes. BUT, I think that edjh has come up with the solution.
