I have a couple of word balloons and a thought balloon available here: http://www.cartoonclipart.com/pages/epsballoon.htm
Open in Photoshop and resize as needed.

I got some custom shapes at Adobe Exchange. There is one for cartoon speech balloons.
Do a search for
Photoshop
Custom Shapes
TalkBubbles

put the files into your presets folder>load to shapes palette>Voila
