Is it in 16 bit mode? If so you will need to convert it to 8 bit to save as jpg.

I’m using Photoshop v6 under Windows XP. JPEG does not show up as a ‘Save as’ selection when I have image mode set to: Bitmap, Indexed, Lab Color, Multichannel. Switching the image mode to something else should allow you to save in JPEG format.
