How to define window size to crop?

I would like to define a window size of 800×600 and have Photoshop display that window on top of my picture. I would then like the ability to move that window around to frame the picture I wish to crop and then crop it. Is this possible in Photo Shop 7?

Sort of.

You can set the width and height of the marquee tool in the options bar to be 800px and 600px (make sure you set it to "Fixed Size", as well). Then click once in the image, and drag that area around until you have what you want framed. Then go to "Image->Crop".

You don’t get the masking effect that you want, but it’s pretty close.

If one wants the frame effect, its as easy as hitting Q after setting marquee.
