….think i just figured it out

Layer Opacity effects everything on the layer

AND

Fill Opacity effects only selections on a layer?

is this right?

If you want to change the opacity of a layer AND any style applied to it, you must set the opacity.

If you want to change the opacity of a layer but not any style applied to it, you must set the fill.
