I have a computer with 3 gigs of ram, but photoshop only acknowledges about
1.6. Is there a way to tell PS that I have 3 gigs? Thanks.

By default, Photoshop uses 50% of your RAM, and leaves the other 50% for other programs. You can change this in the Preferences command.
