Brushes unavailable?

wanted to use a brush so i d/led the preset, put it in the brushes folder, but when i open up the brushes pallete, the whoole thing comes up in gray (i.e. i cant check or click anything). what am i doing wrong?

are you on a layer that supports painting? ie. not on a path, shape or text layer?
