Is there a way to convert my photoshop raster images to a vector image usable in Flash MX?

Nope, not with Photoshop alone.

You would need to use Streamline to convert vector to raster, and then Illustrator to make the vectors import into Flash.

Corel will convert to vector, and AI has the same kinda trace function built in.
