I have an image which is mostly flat rock – it has a nice, contrasty texture. I have pasted into it part of another image which has a smooth surface. I would like to copy the texture of the rock and apply it over into the smooth surface so the smooth surface looks like it’s part of, or made from, the rock.

How would I go about doing that?

Check out what’s written about the Displacement filter and/or about the Liquify filter. You could also have started with the Patch or Healing brush tools of the more recent versions of PS, but that is less accurate if there is a lot of depth in the subject you apply the texture to.
