I’ve called the customs office and got some informations: the software has to be declared when it arrives at the airport and the only tax to be paid is the VAT.
This is an EU regulation and valid for all the EU countries; once the tax is paid in one of the EU countries it isn’t necessary to pay other taxes in other EU countries.

perhaps the price difference is due to European import taxes etc.
If you buy the software in the USA and take it home, you may still have to pay any taxes that are due, or perhaps pay the penalties for illegal importation.
You should ask your own Customs people about importing software.
I am guessing that VAT is somewhere about 15%. That does not explain the 100% increase in the selling price in Europe.
It would seem that the Adobe Europe franchise is holding you all to ransom.
If you can afford it , buy a few extra copies, pay the VAT and sell them at a reasonable profit.
Having said that, the Adobe online store shows the price for Photoshop CS3 in Europe (Belgium) to be
833 Euro (1228 US) and in the UK to be 570 Pounds (1114 US) VAT included against a US price of 999 dollars.
That shows an 11% increase in the UK and a 22% increase in Belgium VAT included.
All fairly reasonable.
However, when it comes to Creative Suite the increase is , as you say , almost double.
The prices here in Australia seem to be about the same. Photoshop is about the same as the US, but Creative Suite prices are nearly double.
