Hi!
Does anybody know of a filter or a technique to give a photo a thick (well defined) cartoon/comic book effect?

Hope someone can give me good advices

You can start with Filter>Artistic>Cutout..
The results really depend on what kind of picture you’re working with. So maybe you have to play with Levels to get more contrast before applying the filter. And work on a copy, so you can also play with the opacity (of the filtered layer) or blending modes to get the effect you’re looking for.

Also Posterize can do it sometimes, or a combination of both.
