I need to know how to take a plain digital portrait style picture and place the subject on a different background. Do I need a Chroma blue background to do this, or is there another way using photoshop?

You have to select the foreground elements (several ways to do this) and either place it on a layer above the background image by pasting or other means. This is a very common task in Photoshop and there are lots of ways to do it. I suggest you do a search on removing background, cutting out figures, etc. There are plenty of tutorials for this. —
