Just use the Pen Tool, and text layers. Draw paths or shapes.
You can also trace bitmap images into vector.
Trying to do a job in Photoshop with vectors is like trying to use a station wagon to move. If you really want a vector job, use Illustrator.

Can you expand a little on why you dont like Photoshop for vectors?
There is nothing wrong with using PS if you have a bitmap and want to add some vectors to it. But if the image is primarily vector, then AI is a much more powerful tool. You can just do so much more, and more easily, with AI.
The "native language" of PS is bitmap, not vector. The native language of Illustrator is vector.

AI has pathfinders, gradient mesh, and a lot of vector simplifying/editing tools that PS lacks. However, the ability of PS to do simple vectors is very useful for things like buttons for Adobe Encore, since low range scaling in Encore is pretty common and vectors edges will stay crisp.
