Does anyone have a brush that can do this affect..

Hi,
I found the image too small to know what they have going on there. The buttons did not work so I was not able to find a larger size. It might be helpful if you could provide a direct link to a larger image – preferably not on that website.

you can make this brush using the options in the brush palette if you want download Karls flare brushes or a texture brush click on scattering and fade opacity and jitter etc
use white and paint on a layer above your image in case you want to erase or move or transform later

if you just need a halo of "glitter" you can cut out the figure and use layer effects>outer glow with NOISE added
it will look like little dots
