What do you mean about converting to text? To get the actual RGB numbers as acii you can try saving your image to PNM, PPM, or PGM. These formats can save your image using ascii values. For converting to pnm you can use a slew of utilities, including Visere from:

Not in Photoshop. Using a program such as Scion Image you can output a tab-delimited text matrix where each pixel is represented by an intensity value. Might only work with grayscale images.
