Batch resize of portrait and landscape in one action?

I have a folder containing both portrait and landscape .jpg files at 2000×3000 pixels,

To produce proofs, I want to resize all to 4×6 (or 6×4) at 300 ppi. Iis there a way to do all the pictures at once in a Photoshop 7 action, or some other tool? Or do I need to do all the landscapes with one action, then all the portraits?

Find out the percentage change and then do them all at that percentage.
