Have you tried the notes tool on the tool bar?
I guess that’s what you mean .

Have you tried the notes tool on the tool bar?
I guess that’s what you mean .
Maybe I am extra thick, I do not understand the question. When I need comments, they are added in the camera(digital) at the time of taking the picture and then added in a html file for display on the web.

Additionally, I cannot find the ‘notes’ on the toolbar

In version7 it is above the hand (move) tool and next to the eyedropper tool.(under the audio annotation tool)

The below image has a comment stored in it.

If you take that image to the tool below, click "optimize" and then "clear coments", you will see the comment that’s stored in the image. (SIDE NOTE: I am not advocating clearing comments from images. I just want to show you what I mean by a comment.)

I can add & view comments using my on-line webhosting account, but I am looking for a way to add & view comments right in Adobe.

Is this what you mean? This is the way most agencies and newspapers caption and store their images.
