Can anyone tell me where to find the layer mask tool in Photoshop Elements 2?

Photoshop Elements doesn’t have layer masks for normal layers. I don’t know about version 2, but in version 4 you can use a trick to get what you want: Add an adjustment layer and group that with the normal layer. Adjustment layers do have layer masks in PE too.

Thank you so much, Johan. Now one more thing. Is there a way to erase the foreground in Elements 2. I have looked and looked and can’t figure it out.

Perhaps you should explain what it is you want to do. Photoshop Elements has an eraser tool. Are you saying you don’t know where it is?
