The plug-in I downloaded is UltraSharpen601Lite from the Adobe Studio Exchange at
http://tinyurl.com/w62c. It’s a 8LI file when I click Properties.

Make sure you installed or copied the 8bf files into the "Plugins" or "Plug-ins" sub folder inside the Photoshop/Illustrator/ImageReady folder. After restarting the application, you will find them in the Filter menu.
I don’t know the difference between a 8bf and a 8li file.
The hierarchy of my file system is: Program Files>Adobe>Photoshop
7.0>Plug-Ins>Adobe Photoshop Only>Filters
I’ve extracted the files and moved into Plug-Ins and then to Filters, and I still can’t access it.
Obviously, I’m putting it in the wrong place, but I can’t figure out where to put it.
