Try File > Automate > Photomerge , if I correctly understand your intent .

Brent, PS 7 has no Photomerge. PS 8 does, but it’s a toy compared to real pano software.

I’m presuming both pix are the same size (height x width x resolution)….
1/ Pix A…. duplicate the the background layer so it becomes Layer 1… rename it if you want
2/ Pix B… what are the dimensions (width)?
3/ Pix A… go to Canvas Size and increase the canvas width by that amount (the width of Pix B) if you check the left hand aquare in the dialogue then the canvas will expand to the right.
4/ Using the move tool, drag Pix B on to the Pix A file
5/ Move/nudge it till the edges line up…. if they’re not lining up properly… you may need to overlap them slightly and blend the edges in with the clone tool… or by using a gradient mask….
6/ Flatten layers if you want to or save with layers intact… saving as a new file (copy) will keep the originals intact

You can find register with the two layers, by changing the top layer blending mode to Difference. – When you achieve register with the layer below, the layer will turn all black. When you see this, change back to Normal blend mode.
More than likely, the images will not line-up all that well due to lens distortion. It may be very difficult bordering on impossible to fix this problem.
You really need a photomerging or photostiching solution, similar to post #1, but unless you upgrade to CS, you will need 3rd party software.
Thanks to all for the assistance. The approach from JJ worked as good as was expected. I have ordered PS CS for future efforts.
