ACDSee or just launch PS and use the File Broswer to search. I know it is not pretty, but it works enough to slide by.
If you have a preivious version of PS on your system, the thumbnails will be there. I assume this is not your first installed version otherwise you may not have known that thumbnails are missing.
Search the forum for the exact procedure to get the thumbnails back with a previous PS version.
