I have a map of our state with each individual county name and number in a pdf file. I want to color in certain counties. Whenever I try to do this, it colors over the text. Any suggestions? I am new to photoshop. Thanks.

Set your brush to a different blend mode, like "Color."

That won’t work it the PDF is black and white.

If it is, and made of lines to dilineate the counties:

Turn the map layer into a normal layer, if it is not one already, by double clicking on the layer.

Set it to multiply.

Make a new layer underneath, and activate the new layer.

Set your magicwand options to 50% tolerance, non-contiguous, use all layers.

Click inside a county to select it.

Expand the selection by 1 pixel.

Use the lasso with the shift key to add any leftover type areas to the selection.

Fill with the color of your choice.

Repeat as needed.
