After creating and copying a selection (CNTL_C), and pasting it to a new layer (CNTL_V), sometimes I can’t move the copied selection with the Move tool to a different location. This happens when the destination is close to or at the canvas’ edges. It works fine when the destination is away from the canvas edges. What is the cause, and how can it be done? Thanks.

PS CS on WinXP.

Menu: View – Snap. Turn that off.
