If you go to the Adobe store and click through as if you’re going to order a copy of Photoshop CS, you see the following statement regarding the Photoshop CS upgrade path:
To install upgrade successfully, you will need a licensed version of Photoshop 7.0 or earlier on the same platform as this purchase.
I am a registered license-holder of an older version of Photoshop (4.0) for Windows. Based on this information, I purchased the upgrade version of Photoshop CS for Windows. When I try to install it, I’m told that I qualify only if I have a copy of Photoshop version 5.0 or later.
