Ruler Bar – help

I am very new to Photoshop, and I am using a tutorial to create a navigation bar. I am stuck because I don’t know how to do something involving "Rulers". The tutorial states:

" There are 2 more things before moving onto the rollovers, First, I want you to crop out the background, so only the nav bar is visible , then I want you to press Ctrl+R, you should now see ruler bars horizontally and vertically. I want you to pull out a ruler bar for each button (vertical bar) You should end up with something like this"

I don’t know how to pull out the ruler bar, and I can’t find anything in the help section. This is the tutorial if it helps to understand what I am trying to do. http://www.good-tutorials.com/track/10117

I think they mean GUIDE. Just put your cursor in the ruler and pull out.

I think they mean GUIDE. Just put your cursor in the ruler and pull out.

"Pull out" here meaning click and drag from the ruler. Or select View->New Guide, which is the longhand way of doing it.
