Extract Filter PS CS

I’m trying to use the extract filter to isolate the foreground of a photograph. I am doing the following.

Open up a photograph
Choose Filter, but the word Extract is not highlighted.
I am unable to open up the Extract Window
What do I need to do to get to this window

If it’s not available, make sure you’re on the right layer, not an adjustment layer, and make sure your image isn’t in Indexed Mode (Image|Mode).
