Resize Handles when Crop Tool Used

In PS 7, when I drag the Crop Tool across an image the dotted rectangle produced as a result only has the four corner Resize Handles – the other four Handles which should appear at the midpoints of this rectangles four edges are not shown .

Why am I not getting these ?

check the tool bar – you have a ratio speced ie 5×7 ect. if you clr the width and height it’ll put up the other handles. it doesn’t make any sence to have them if you constrain proportion.
