matching pantone colours

I apologise in advance if this is a dumb question. I’m trying to recreate the "official" colours of the norwegian flag for a logo and have been told that the Pantone numbers are 001 Warm Red and 022 Process Blue, however, when I choose a Process Blue in the colour picker in Photoshop it yields a completely different colour (light blue instead of a dark navy blue) than the one I need. Can anyone enlighten me as to what I am doing wrong? Is it my colours settings (I’m struggling to get to grips with colour management) or am I looking in the wrong place? I can’t even see a blue with number 022…

I found this on a web page about the Norwegian flag …

Pantone Colors of the flag
Semi-official PMS matches recommended by the Royal Ministry of Foreign Affairs:

-For printing:
Red: 032U
Blue: 281U
-For textiles:
Red: 186
Blue: 287
Jan Oskar Engene, 10 June 1998

There definitely isn’t a Blue 022.

Thanks for you reply.

I found that page too but the colours still didn’t seem to be right. I think maybe it’s to do with my settings as even the same numbers show different colours for me in Photoshop and Illustrator. I’ll have to try and figure out this colour management lark and then see how it goes. Thanks again for your response.
