I have seen this effect before on the web ( usually on thumbnails where the edges of an image are bubbled up ( cant find any examples sorry) . Its kind of like an inner bevel only its using the image an not a border. Hopefully someone has seen it and knows what i mean Thank

Kind of a button effect? Use Layer Styles

I’m guessing he wants to bevel the edges and add a bit of inner glow, but who knows?– it wasn’t the most cogent post this year.

You could always use the Liquify filter to sort of warp the edge then use the dodge and burn brushes to accentuate the look of the lifted area shadow and highlight.

Maybe the effect is the one on Paint Shop Pro?

I wouldn’t describe it as "bubbled up" but "peeled back" as if a page were being turned. Eh?
