I understand there are advantages in editing PS in 16 bit mode.I gather scanned images are often 16 bit files but I am wondering what camera takes 16 bit JPEG images or do you have to use RAW images as the starting point. Surely you can’t edit 8 bit JPEG files in 16 bit mode ??!!

You can change 8 bits JPEG images to 16 bits, but that will be useless. The only way to profit from the higher bit depth of many cameras (usually 12 bits) is to work with RAW files. The only exception is Kodak DSLR cameras, which can write in a special version of JPEG (called ERI-JPEG) that contains the extra bits as well.
