Web Photo Gallery: UTF 8, Height-/Width attributes

Hello. Photoshop CS has some new options in the "General" section of the "Web Photo Gallery" command. I don’t understand them, didn’t find useful hints in the help or online – so maybe you know more? (Expressions here are translated from a non-English version.)
1) Use UTF 8 Coding for URL
I know this option is about Unicode (vs. Ascii?). But what are the benefits or disadvantages of this option, considering file size, compatibility etc.? In my tests, i never saw a difference. Should it affect the URLs or all of the text?
2) Add Height + Width Attributes to Images
According to the help text, using this option will speed up downloading the gallery. How is that? Thanks a lot!

1: It is a good thing to tell the browser which way the page is encoded.

2: Because The browser will just reserve the needed space for each image and it will keep on rendering the rest of the web page while the picture downloads. If it’s possible to force writing the actual units (ie: "200px" and not just "200"), so much the better.

Both things (and many others) are more and more considered appropriate tag writing. So, if the software you are using saves you the time and pain of doing it yourself, you’d do it.
