Hi.
1.I’ve seen a few animated gif that when you open in ImageReady for a second you see all frames but instantly it
is converted to one frame.How does an artist do that?
it seems there is way for animated gif to be locked to prevent other users to edit it.How do they do that?

2.I’m searching for some software to create 3d animated gif. Do you have any suggestion?
(With swift 3d I can make vector one not animated gif)
I know some software, but which one do you think is best and easy to learn? please name some of them.

Many 3D software packages probably create animated gifs. Look into 3D Max, Maya, etc.

As for the first question, I think what you might be looking at is an animated gif built into a table. Slices of image are used, and HTML code puts them into a table. This can make the total image size much smaller, because the animated chunks are smaller.
